The Role:

The Goverrnment Relations Manager is a new role developed to support the Center's strategic objectives for increasing visibility, influence and income with governments and multi-lateral organisations based in Europe. Reporting to the European-based Director of Donor Relations, the manager will work across teams to develop and implement engagement strategies with select governments and multi-lateral agencies based in Europe.  This includes implementing a range of engagement activities that aim to increase the visibility of the Center's global work, to influence across a diverse set of health, human rights, and humanitarian actors, and to support the Center's government funding income targets.

Within the Development department, the selected person will work closely with the Director of Donor Relations and Communication Manager, as well as with global advocacy advisers, other development managers, and a wider set of program and communication staff. As this is a new role, the job is expected to evolve with the strategy. Therefore, the role requires someone who is motivated to help drive and be part of an exciting phase of change and growth in the organisation. 

This position will be based in Europe.



  • To lead the active engagement with international development actors working across governments and multi-lateral agencies in Europe, both broadly and more pro-actively within select countries.
  • Develop relationships with international partners based in Europe,including NGOs, think tanks,  coalitions and the private sector; and work with the regional teams within the Global Legal Program to leverage local and regaional partnership.
  • Lead on conceptualizing and implementing events with government actor and partners aimed at increasing visibility of the Center's technical leadership in reproductive rights
    • To work closely with the communication manager in implement the strand of the global communication strategy and media plan that aims to reach international development government and multi-lateral decision makers and influencers.

Business development:

  • To act as a main point of contact and client account expert for select donor accounts; including but not limited to playing a significant role in proposal preparation to ensure what is proposed is in line with donor priorities and ways of working; providing written and verbal briefs to g Exectuives and other CRR staff prior to their own engagement with donors;  and routinely reporting donor account information following internal processes.
  • Working closely with the Director of Donor Relatoins to develop a pipeline of funding opportunities, and supporting decision-making about which funding opportunities to position for and how best to leverage Center-wide capability to respond
  • Be part of proposal development and project team, as assigned, serving as an advisor, ensuring proposal and project outputs are communicated in way that it is clear how they overlap with the donor priorties, and that the quality is in line with donor standards, and when they are not work collaboratively and supportively within a project team to ensure issues are rectified, and the quality of proposal and reports is improved.
    • Support the Finance and Administration on donor compliance and regulatory issues related to funding relationships with governments and multi-lateral agencies.

Portfolio management:

  • Act as key contact point for select European government stakeholders and agencies; building strong and supportive relationships with them, staying abreast of any advocacy and/or programme relationships held with them in other parts of the Center, and serving as an advisor to the any programmes funded by them.  
  • Arrange and be part of key meetings in European capitals, international and regional conferences, and other meetings opportunities , and ensure effective follow up.
    • Work with a Government Funding Associate to maintain records of the donor relationship management, and where necessary support in the improvement and rolling out relationship management  tools and protocols.
    • Work with communications to ensure  the dissemination of key documents and publications to donors and support in a CRR's global and European media outreach strategy.
    • Represent the Center in meetings and events.

Experience & Qualifications:

  • Strong commitment to the Center's mission, purpose, and values.
  • Minimum of 7 years of relevant experience required, 10 years preferred. 
  • Experience working on globally on rights based issued is needed, sexual and reproductive health and rights experience preferred.
  • The ability to identify key points from complex materials and produce succinct summaries and analysis is a plus.
  • Masters degree in a field related to international development, public health, management or the law; preffered.
  • Connections and networks with European based international development actors and in the UN; with experience working with SIDA, DFID, and/or Canadian Global Affairs desirable.
  • Knowledge of European and other global donor government's international development policies, priorities and financing mechanisms in international development; with knowledge and understanding of global funding trends for SRHR desiable.
  • Ability to build strong relationships across the organization, including with senior stakeholders and field staff, and externally with partners and supporters prioritising an engagement focus.
  • Experience working in partnerships and part of civil society in Europe.
  • Strong writing skills and organizational skills.
  • Experience writing funding proposal to European governments for international development activities an asset.
  • Fluency in speaking and writing in English required, fluency in French, Spanish or Swedish desiable.
