GENERAL PURPOSE AND SCOPE OF POSITION:
The Manager of Research, Global Advocacy will be responsible for the development and implementation of research projects, including oversight on related monitoring, evaluation and learning (ME&L) to track the impact of human rights-based practices on delivery of sexual and reproductive health services in humanitarian settings. This position is a key role in the Global Advocacy team to advance and pioneer new work prioritizing the realization of reproductive rights in non-traditional settings and working in partnership with non-traditional allies. The role will include developing plans and tools for research, monitoring and evaluation development for pilot projects in the Center's priority countries, particularly in Africa. In addition, the Researcher may have opportunities to initiate original research in support of the Global Advocacy team's goals for its humanitarian work. The position reports to the Director of Global Advocacy, and partners closely with the Global Advocacy Advisers, other Legal and Advocacy Advisers in the Global Legal Program, the global Monitoring, Evaluation and Learning team as well as Communications staff. The position will be based in the Center's New York office.

POSITION PROFILE:

  • Oversees and conducts high-quality literature reviews and synthesis on specific topics related to priority research and advocacy topics on SRHR in humanitarian settings;
  • Develops plans for conducting research and evaluation of the Center's projects in humanitarian settings, including relevant monitoring/tracking frameworks, analysis and reporting plans, baseline assessments and evaluations;
  • Leads/coordinates research data collection, project evaluation study design data collection, and analysis for pilot projects in the Center's priority countries (Democratic Republic of Congo, Nigeria and other relevant priority countries);
  • Provides technical support to in-country baseline assessments and monitoring and evaluation for pilot projects in the Center's priority countries;
  • Analyses and extracts quantitative and qualitative data from priority research and project evaluation processes (findings/learnings as well as lessons learned and good practices) and ensures knowledge and recommendations are disseminated internally, and externally to influence humanitarian service providers and policy-makers;
  • As possible, identify key knowledge and evidence gaps on access to reproductive healthcare in humanitarian settings and undertake original research to support Center advocacy priorities;
  • Ensures alignment of research and evaluation activities and outputs with organizational monitoring, evaluation and learning, including review and development of relevant tools and approaches for measuring effectiveness of project interventions;
  • International travel is required, including to regions experiencing conflict and crisis to conduct field visits for data gathering, data validation/monitoring the quality and completeness of data collection, capturing/documenting lessons learned and best practices, and providing capacity building to partners in-country as needed;
  • Represents the Center on the Research and Data sub-working group of the Inter-Agency Working Group for Reproductive Health in Crises, in addition to attending other relevant external meetings and events as required;
  • Where needed, provides input to the Center's Communications team on the research work in humanitarian settings including materials, updates for social media and for e-mail listservs of allied organizations in addition to providing inputs to the development of Center publications on relevant topics;
  • Assists with other institutional responsibilities as required;

POSITION KNOWLEDGE, SKILLS AND ABILITIES:
Essential

  • Strong commitment to the Center's mission, purpose, and values;
  • Masters/postgraduate degree in public health or global health
  • Minimum of 5-7 years of relevant experience working in research and evaluation, including experience of working in resource constrained (ideally humanitarian) contexts;
  • Knowledge of international human rights and understanding of sexual and reproductive health and humanitarian response systems, and familiarity with a rights-based approach to health;
  • Demonstrable skills and experience in design, conduct and analysis of quantitative and qualitative research;
  • Familiarity with qualitative and quantitative tools/methodologies for monitoring and evaluating project progress and impact;
  • Familiarity with data collection and research methods required for impact assessment;
  • Demonstrated ability and success in translating data/results into practice (through publications, reports, and advocacy briefs);
  • Excellent written and oral communication skills, including ability to communicate to diverse audiences, and to design reports and research for advocacy presentations;
  • Solid diplomatic and interpersonal skills: ability to effectively liaise and coordinate with a variety of internal and external stakeholders, including donors and partners;
  • Excellent organizational and multi-tasking skills: the ability to work well under strong pressure in a fast-paced, high-functioning and detail-oriented team environment;
  • Ability to work independently while within a team;
  • Ability to travel up to 25% of the time;
  • Fluency in English and French (verbal and written);
  • Exemplary computer skills including Microsoft Office and familiarity with data analysis software

Desirable

  • Significant experience working in cross-cultural settings in the Global South and humanitarian contexts;
  • Demonstrated experience in leading processes for designing, conducting and analysing project evaluations (including impact assessments) would be a distinct advantage;
  • Working knowledge of SPSS/SAS/R or Nvivo, or equivalent data analysis software, would be highly desirable;
  • Facilitation and capacity building/training skills in research and evaluation;
  • Experience in project management, including working with virtual teams and external partners.
