The Center launched its five-year strategic plan which will grow the organization both in its ability to have impact and in its size.  Key components of this growth will include the leading of initiatives impacting performance management, professional development, employee engagement, and recruiting both for US and global field positions.  The Senior Manager of Talent & Organizational Development will report directly to Chief Human Resources Officer (CHRO) and will serve as the project manager within the HR team driving department initiatives in support of the strategic plan.

In this refreshed role, the Senior Manager will focus on three primary areas including talent management and recruiting both for US and global field positions, organizational development programming, and growing and managing our internship and fellowship programs.

The Senior Manager will also ensure consistency and effectiveness in the communication, development, and implementation of policies and procedures relating to employee performance, management, and development as they relate to organizational objectives and goals.

This position will be based in New York City.

Responsibilities:

The Senior Manager of Talent & Organizational Development's primary job responsibilities include, but are not limited to:

  • Manage the Center's recruitment efforts (both US and global) which includes but is not limited to: working closely with all managers on job description/posting development and ensuring they are following the Center's processes and protocols, interviewing, hiring, conducting background checks, processing visas, and onboarding of excellent staff;
  • Manage the annual performance management process; work closely with managers and staff to ensure evaluations are written appropriately; provide guidance; ensure all staff have departmental and individual goals set for them (including goals set for all new hires); provide all-staff and individual trainings;
  • Manage the Center's internship and fellowship programming which includes but is not limited to: developing new approaches to recruiting, content development, and alumni support;
  • Manage new hire orientation in partnership with the team including on-boarding/off-boarding processes;
  • Provide expertise in strategy development and execution, planning, and facilitation of employee relations efforts and how they relate to accomplishing our organizational objectives and goals;
  • Conduct needs assessments to determine measures required to enhance employee performance and overall organization performance and consult with management on performance, organizational, and leadership matters;
  • Direct the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of the organization and make recommendations to senior management for any changes in policies and procedures related to organizational development;
  • Ensure consistency and effectiveness in the communication, development, and implementation of policies and procedures relating to employee performance, management, and development as they relate to organizational objectives and goals;
  • Facilitate the implementation of appropriate change management initiatives associated with organizational transition activities;
  • Administer policies and recommend and execute training for managers/staff, managing all aspects of issues across the employee lifecycle such as disciplinary, performance management processes, redundancies;
  • Implement systems to continuously monitor staff satisfaction and retention; and
  • Ensure compliance with federal, state, and NYC employee laws and regulations.

Essential Qualifications:

  • Strong commitment to the Center's mission, purpose, and values.
  • Bachelor's degree is required;
  • Minimum of 6-8 years of HR business partner/generalist experience across a range of competencies;
  • Relevant work experience including experience recruiting talented people and developing effective programs to support them, ideally in a global advocacy organization;
  • Expertise in handling employee relations and performance management issues;
  • Solid knowledge of state/federal employment and labor laws, including FMLA, ADA & Title VII;
  • Professional, proactive attitude and approach; a sense of humor is a must;
  • Aware of the sensitive nature of this position with a proven track record of meeting ethical and confidentiality guidelines;
  • Experience managing and communicating on organizational change;
  • Proactive and responsible, with a proven ability to drive initiatives from start to finish, and to manage multiple and diverse projects simultaneously;
  • Excellent written and verbal communication skills;
  • Proficiency with basic HR systems (HRIS, ATS), payroll and other applications; and
  • Ability to travel globally required.
